Addition of a /ccharset command

Hi!

We briefly discussed this in the IRC channel last night (or, that is to 
say, about 8 hours ago.)

The /charset command and the character set pulldown menu in the server 
selection are very nice, but there's still a need for a command that 
would change the charset for only one channel. For instance, I would 
like to use iso-8859-1 on all channels except for one... So with a 
command like that, I could run it whenever I logged on, and get that 
channel in iso-2002-jp.

The syntax would be something like this: /ccharset <channel> <charset>

Is it doable?
