Python plugin update

Hello Peter! Hello folks!

I'm sorry about the long delay and about the unanswered mails.
I've been involved in too many projects lately, and were unable
to give the necessary feedback.

Here is the change list:

- Fixed the reentrancy problem which made xchat freeze when
  some python code made xchat trigger a python callback
  somewhere (yes!).

- Implemented xchat_emit_print() and xchat_get_prefs()
  support.

- Fixed softspace support for python 2.3. This problem was
  making print statements yield an extra space at the next
  line start.

- Other minor changes.
