It sends filenames encoded in the same charset as messages.

You might also want to google for G_BROKEN_FILENAMES, incase
your filesystem is ISO-8859-1 (broken). The GTK2 release notes
say you must have a UTF-8 file system, or put
export G_BROKEN_FILENAMES=1
in your startup scripts.
