%C, %B, %U etc are used for typing into the input box (because
it's hard to input a ctrl-c character), not in scripts. They worked in 1.8.x
sometimes (depending on current settings), which was an error. Why'd you use
these codes, I don't know, when the *real* mIRC codes work just fine.

The mIRC color code is ascii 03, sometimes written in octal as \003.
