dcc server patch for 2.0.1

hi all!

by request, i've "ported" my dcc server patch to xchat 2.0.1. it makes 
it possible to receive files and chats from people who insist on sending 
stuff to the mirc-only "dcc server". usually it's fserve bots which tell 
you "please type /dccserver +sc 59 to receive files" or something like 
that. my patch implements this command and the functionality. you can 
get it from <http://dfx.at/xchat/xchat-dccserver-0.3.patch>.
