Hi
it is already implemented in the CVS. It's just debian packages are
built from old sources and built too rarely IMHO.
the option is 
/SET TAB_DND 0
or something like that (unfortunately, i don't have X-chat new enough
to check if the name is *really* such.
The option applies to all *newly* done windows (or the ones you
detach/reattach) after you set it. Also, it's saved to the config
file, so, if you restart xchat, all new windows are not draggable by
default.
