Which establishes that it shouldn't be on all the time. However, whether
it should be the default is a matter for debate. To make the correct
decision probably requires some empirical knowledge I don't have, such
as what is the percentage of people who would have DCC broken for them
vs. the percentage of people who would have it working by default.
