No, I'd tried the std Win32 format xchat /?
& I couldn't find any mention of command-line options in the docs...

& I see that GTK+ v2.0.0 is available for Win32 too :)
How is the development of the Win32 version going?

I assume that you would like to see the 'autodetection of an existing
instance & merely launch a new tab', in time?
