NOTICE is treated different in the server -- it will never send you back
an error.  For example, try /notice thisnickdoesnotexist and /msg
thisnickdoesnotexist and note the lack of the error from the server.

CTCP is kinda ugly but really the server doesn't care what the clients
sending to each other, the client can sort that out.
