Part reasons

Greetings.

I havent had the time to look at the code, but it suddenly struck me that i 
had never seen a PART reason since i started using X-Chat.
Checking the event text settings i notice there was no part reason listed as 
an availible option either.

reasons in PART is something which i belive is present in most IRCd's today, 
and DALnet have used it since before i ever set foot on IRC some 5 years ago.

Any chance of seeing this appear in the next version or thereabout? =)
