Ok I think we're almost understanding each other :) .e.g:

1) you offer a file of size 123,456 bytes
2) mirc asks to resume from 123,456
3) transfer breaks/hangs/whatever

??

Well then mirc is at fault, it should clearly see it already has the whole
file.
