I use KDE, and altho I admit I haven't tried the programs in desktop I do 
have trans support for xchat with the following command:

Esetroot -scale /opt/kde2/share/wallpaper/wallpaper.jpg 

Of course the file is not updated if yu change your desktop so it is a very 
crude method, but for me it works as I only use 1 wallpaper.
