You might want to rm -rf ~/.xchat/ (or maybe mv it to .xchat.old)

... to start with a fresh dir with default settings.

The setting your after is in:

Menu -> Settings -> Setup -> Window Layout

Specifically, "Private Message Tabs".

If this still doesn't work with a default xchat setup, there's
something else fouled up ;) Provide more details on your system setup
and how you compiled xchat.
