The answer to this problem is in the FAQ.

This is only a problem in the win32 version, under unix you have to either
turn OFF fontsets (in settings->setup->channel windows), which is the
default, or select a proper fontset that fills all the characters you
need. I'd recommend just turning fontsets off.
I beleive Red Hat changed the defaults in earlier versions of their xchat
package to turn fontsets ON, all this achieved was a headache for me :)
