Xchat on win32?

I happened to drop by the xchat webpage and saw on the list of 
features for 1.8.0(pre) that it compiles on win32?
XChat has compiled in win32 (admittadly, under cygwin) for a while 
now. With both the text interface AND the gtk interface.
However, the GTK version didn't work to well (Probably an issue with 
the win32 port of GTK/Cygwin)

Im just curious as to which interface has been used and wether or 
not it needs X?

(I don't have a win32 machine handy right now, so I was wondering 
if someone could tell me)
