The latter, please. Redhat already did this to the 1.4.x packages they
were distributing. Parsing with a shell is just too big of a can of
worms to open; if someone wants to do fancy manipulation of the
arguments that can pass it to their own script.
Also a warning about quotes in the URL handler would be good; this
change will mean I have to remove all of them.
