Spam mailbox

Hi

I'm new to this list so I dont't know the way to report spams. Some
time ago I started to save the spams I received (I did that hoping a
project like this would appear):-). 

I put the spam mailbox at
http://proxy.furg.br/mario/spam.gz (~900K bytes) I'm sorry but I
didn't verified whether the spammers in this file are already in the
CVS.

How can I help to add these spammers to the blacklist?

What are the policies to add an entry to the blacklist?
