majordomo can do this quite easily, use the restrict_post option.  For
example:

restrict_post = securedistros

This will moderate anyone who is not in the file securedistros (which is your
list of subscribers).  Since you also wanted vendors and such to be able to
post freely to the list, you may want to use following instead.

restrict_post = securedistros securedistros.allowed

Where securedistros.allowed is a file of email addresses of those other users
(who are not subscribed).  These will be able to post directly to the list.
Anyone else will be moderated.  Should you want to approve these moderated
messages, in your mua pipe it through the approve script as you go through the
spool.
