Don't use ORBS, it's a very poorly run database.

All you have to do to really "lock" it down is either

a) allow only posts from subscribers

or

b) moderate the list

option b can be optimized by using a feature of some mailing list
packages, like ezmlm (I bet mailman does this too) that allows you to
auto-approve posts from certain people who are known good actors (based on
the first post they sent being a good one that you hand-approve).
