The owner of the list was away on conferences for the last
month or so...

The main reason I cannot really lock down the list is because
it seems to be mainly used for announcements. Locking down the
list will make it unusable for the last thing the list seems
to be used for recently...

(I have tightened the list filters quite a bit though, last
night I've even shut it for all messages containing text in
the big5 character set)
