In effect what your asking is turning the bookmark list into a
mini-altavista or something. This I think can be done much better
using a SQL database.
But my point is that every time you add a URL about C++ programming
you use the keywords: programming, C++
and perhaps one more keyword to specify it further.
Then the bookmark routines can take all the entries with Programming
and put them in a menu (or whatever) then make a new submenu with C++
(and another for C , guile, misc etc..) and present the link here.
Then one will have a hierarchic structure as well as a flat index that
you can search ...
