new xmlparser

I re-wrote the xmlparser, basically from scratch, to make it more
transparent, faster and less buggy. There's a test program in
mnemonic-oil-xmlhandler/src/test_xmlparser. It will take a html/xml
file and output a visual representation of the DOM tree. I have tested
it for memory leaks.

There are plenty of things still to do in this area, but I will now
move on to the final stage: conversion of the DOM tree to something
visual in oil-gtkdisplay.
