This I don't know, but I think it is in the Gnome file in the same
directory. But the .gtkrc is also read so that one can do
configurations there. (Mnemonic also reads this)

This I don't know either. But do we need it? A parser that can read
this simple file is not hard to make I think. 

ORBit/ImLib/Yatzee/everythingelseunderthesun is a bit exaggerated I
think. I can see a perfectly sound reason for wanting apps to use the
same CORBA, sound and image libraries, when one makes an integrated
desktop. But that is not to say the Mnemonic needs those libs.
