I wouldn't worry too much about that. This can only be achieved by
quality information and as long as there is not enough of that on the
site, not much can be done. Personally I think we should first build
something useful and then promote it (there are plenty of ways to do
that later).

Yes, but could you first explain me what Q&D is? Same as Q&A? Anyway, I
can easily find that half an hour of spare time, but I do have to know
what to put on first. However, right now I can't ci things in CVS (have
to d/l CVS first :/).

Which also implies, that site shouldn't be too deeply nested. I'd also
try to avoid tables as much as possible (but this is not a big issue).

Agree, but you probably don't intend to have this done today, right? I
mean, it's hard to write about why the site looks the way it does and
other things you mentioned, when we just started to discuss them :)
I'd also propose that we try to avoid making this web only project. It
would be nice if all information could be find in some other formats,
like TeX. I suggest using SGML for writing.
