On my system in an utf-8 enabled xterm, with either en_GB.UTF-8 or
ja_JP.UTF-8 locale:

  jws@vega:~$ groff-utf8 -Thtml -mandoc java.ja.1 >java.ja.html
  groff: can't find `DESC' file
  groff:fatal error: invalid device `html'

and with groff-utf8 -Tutf8 -mandoc java.ja.1|less I get parts of
the manpage interspersed with *lots* of messages like:

 <standard input>:739: warning [p 4, 10.2i]: can't break line
 <standard input>:744: warning [p 4, 10.7i]: cannot adjust line
 <standard input>:745: warning [p 4, 10.8i]: cannot adjust line
 <standard input>:749: warning [p 4, 11.2i]: cannot adjust line

What could be wrong on my (Debian) system? The Japanese parts of
the man page also seem to have problems with the spacing each time
the language changes, like:
