You can if a Compose exists here

    /usr/X11R6/lib/X11/locale/ja_JP.UTF-8/Compose

and you don't use a XIM server i.e. with 

    LANG=ja_JP.UTF-8 XMODIFIERS=@im=none <program>

this works.

    /usr/X11R6/lib/X11/locale/ja_JP.UTF-8/Compose

is a copy of 

    /usr/X11R6/lib/X11/locale/en_US.UTF-8/Compose

on SuSE Linux.
