relevance of "[PATCH] tty utf8 mode" in linux-kernel 2.6.4-rc1

Hi,

I'd just like to know if, and to which extent, the following excerpt
from Linux changelog 2.6.4-rc1 implies a step forward in sanitizing
UTF-8 input in the linux console:

<Andries.Brouwer@xxxxxx>
        [PATCH] tty utf8 mode

        This sounds like a good moment to come with this patch.

        This is essentially a five-year-old patch by Bruno Haible. It
        introduces utf8 mode, and the effect it has on erasing input characters.

        (Side note - without stty support, this is not very useful, but now
        the infrastructure is in place)

Thanks.
