Is there any good reason why implementors would not support the
full range of Unicode -- i.e., UTF-8 up to six serialized bytes?
I personally think it would be a mistake if only the BMP gets
supported, in light of the fact that a number of plane 1 scripts
have already been defined in Unicode, including more CJK, musical
notes, etc.
