Nope, fontconfig doesn't require crontab job.  It refreshes cache
whenever timestamp changes on a directory (i.e. whenever you add,
remove, or modify some directory entry).

I believe this is performed when any application asks for a font
list, so no need for crontab to initiate it.  I didn't actually read
the code, but this is what I think it does.
