0930	DEVANAGARI LETTER RA
0943	DEVANAGARI VOWEL SIGN VOCALIC R (a combining character)

Because U+0943 is a combining character, which does not form
a conjunct, while the sequence with the VIRAMA produces a conjuct,
as Indic base letters joined with VIRAMA often do?

But I don't know enough about Indic scripts.  Please pose the
