or
recode ISO-8859-1..UTF-8
would be a good tool. It can be in a script:

iconv --from-code=ISO-8859-1 --to-code=UTF-8

My my migration from ISO-8859-16 to UTF-8 is stopped since I can't run
latex under UTF-8 and lambda doesn't work properly (even on ascii
files :-/ ...)
