If it only contains &#\d+; for all above ascii characters I usually
read such email with:
yudit -e ncr file.txt
or in pine mailer in xterm piping to:
uniconv -decode ncr
As for a mixture of quoted printabe *and* ncr | can not really
do anything (without converting quoted printabel to ncr first).
It is possible to come up with a few lines of perl that does the
whole conversion though.
