URGENT AND EXTREMELY CONFIDENTIAL BUSINESS CONSULTANCY


It is with trust and confidence that I make this
urgent business proposal to you. There is US$ 38.5m
(thirty-eight million, five hundred thousand united
states dollars) only, existing in Federal Airport
Authority of Nigeria (FAAN)which I and three (3) other
top officials of FAAN want to secretly and urgently
transfer into a safe foreign account. 

This money came as a result of a deliberate
over-invoiced bills to this tune on a contract
No:MTA/FAAN/PHIA/400/99/98 awarded to an Israeli 
firm, Higashok in July 1998 in continuation of the
reconstruction of work in Port-Harcourt International
Airport  for ?1999 FIFA under 21 World Youth Football
Championship? (tagged Nigeria?99). The job was
completed in 1999 and the contractor had been paid the
original worth of the contract in March, 1999. We have
been safe guarding this money since then, 
awaiting an appropriate time when the money can be
transferred into a safe foreign account.

I have just been appointed on secondment as member
(committee on payment of outstanding contractual
claims? (COPOC) whose functions is to verify
contractual claims and pay same in order not to
over-burden the present civilian Government with debts
owned by the past military administration/ government
in Nigeria.On strength of this, we wish to take 
advantage of it to present your company as beneficiary
of this money.

NOTE: The original contractor is not aware of this
over-invoiced bill of this US$38.5 million which now,
yet stands as the final payment due on the contract.
What we need now is a reliable foreign company to do 
this transaction with. It is important you note that
this transfer can only take place on the following
conditions:

1. We will secure the necessary approval for the
transfer of this money from the relevant ministries
here and assurance of a hitch free transfer as things
are under our control ( this takes place as soon as
you indicate interest)

2. Considering the sensitive nature of my position as
a senior Accountant of FAAN. I want to be doubly
assured of absolute confidentiality when this money is
remitted and our own share given to us thereafter.

3. That this money will not be remitted into an
account where the incidence of taxation will take a
heavy toll.

4. Disbursement: 20% to you, the account owner, 75% to
us and 5% for expenses that might be incurred on both
sides in process of transaction. 

The nature of your company?s business is irrelevant to
this business transaction as all modalities for the
successful transfer of this money had been worked out
We have taken measures to ensure that there is no 
risk involved on your part at all.
