Your mail headers claim the messages is iso-8859-1 encoded:

    MIME-Version: 1.0
    Content-Type:	text/plain; charset=iso-8859-1
    Content-Transfer-Encoding: QUOTED-PRINTABLE

But actually you are using invalid codes to represent quotation marks;
please, try to get this fixed.  Maybe it helps to read Markus Kuhn's
article on quotes.
