Don't have access to a debian machine to check, but probably the same
trivial problem as Red Hat 7.1. Make sure that "man" calls the "nroff"
shell script (which checks the locale properly) and not "groff -Tlatin1"
(which obviously works only in ISO 8859-1 locales).
