it's now (SuSE Linux 7.3) defined in /etc/rc.config.d/lang.rc.config,
which is read by SuSEconfig.

SuSEconfig generates /etc/SuSEconfig/profile
which is sourced from /etc/profile and contains this "export LANG=...".
