UTF-8 enabled shell

Hi,
Where I can get UTF-8 supported shell (bash).

My problem is,
I am  modifying rxvt to Unicode support. When a Devnagari character is 
typed it is stored as UTF-8 ( 3 byte for a Devanagari) in tty, and Unicode 
in rxvt screen buffer. It work fine.
When i am going to insert a Devnagari character in 
between two english character, (shell) bash will return two more escape 
sequence (ESC[1@) for a single unicode character (each seperate escape 
sequence for each byte in  UTF-8 for a single Unicoe). The same problem is 
with BackSpace.

I need a UTF-8 supportd shell, wehere i can get.

I am using Linux 7.1 ,GNU bash, version 2.04.21(1)
