It seems sensible to make TERRITORY optional, but why hasn't it
happened before? In glibc-2.2.3/localedata/locales/ there seem to be
only locales with a TERRITORY field.

I would like to see a translation of those ISO 31-0 rules into the
notation used in locale definition files (LC_MONETARY and LC_NUMERIC
sections).
