Be aware that the Unicode Technical Committee voted at the last
meeting to discontinue providing mapping tables for "legacy" character
encodings. Only new encodings, like JIS 0213 and GB 18030, will be
supported.

The tables being collected by IBM's ICU team are what should be used
for such a project.
