No, the "shift+control" part is an EXAMPLE of a method for doing that.
The "start" and "end" activation part is unspecified by the standard.
So, say, writing the "catalogue number" (in hexadecimal, without any
oddities) and then typing ctrl-a to get the character of that number,
is another example method.  Using a meta-key similarly is another
example method.  Choose something you like, don't be bound by the
example/examples given.
