	from what i understand for Citrus codebase:
	- yes, if and only if you have specified one of locales that use
	  UCS-4/UTF-8 to setlocale().
	- no (and will not).  reasons - see my Freenix2001 paper.
	- i'm not really sure, but i guess Citrus will.
	- working on it.
	correct me if i'm wrong > Citrus guys

	beware that there is no single BSD - there are at least four or five
	of them and status/plans vary.
	NetBSD, OpenBSD, FreeBSD, BSD/OS, and MacOS X :-)
