I belive that I know who is the developer.  He has already developed a
patch to add such functinality to w3m.

There is a page about his patch:

although it is written in Japanese.  Tarball of full source tree is
available as

I am also developing the same kind of patch.  Latest version is

My work is only provided as a patch to w3m-0.1.11-pre, which is
available as
