I might want to, at least on my own system, and it's trivial to enforce
it. A UTF-8 sequence is

0xxxxxxx or
110xxxxx 10xxxxxx or
1110xxxx 10xxxxxx 10xxxxxx or
11110xxx 10xxxxxx 10xxxxxx 10xxxxxx

Check for that.
