I've seen two good summaries of GB18030 in English noted below.
GB18030 was first published on March 17, 2000. This PDF file contains
background information, summary of the standard, and identifies
problems with it:

GB18030 was re-published November 30, 2000. This WWW page has a short
summary of the the re-published standard along with ICU related programs:

I haven't seen an English translation of the whole standard.
