None of them. I've looked at the most important windowmanagers, and
they make no practical effort to distinguish ASCII, ISO-8859-1, locale
encoding, CompoundText and UTF-8.

At least, in XFree86 4.0.2 the necessary APIs are present now. And the
www.freedesktop.org spec foresees UTF-8 encoded window titles.
