0x007f (DEL) would also still be available in all fonts for special
purpose glyphs. 0x0000 is already informally reserved for the default
char and 0x0001-0x001f is used in the 8-bit derived fonts for the DEC
graphics characters.

Something like a dashed box above may be, but I wouldn't bother.

Talking about DEC characters: I shall soon add the scan lines to all
-misc-fixed fonts, after having recently seen how widely they are indeed
used in practice for things such as underlining text. For instance, in
the latest issue of c't (German computing magazine) there is a
screen-shot of a Linux text mode CD-ROM burning software that shows lots
of dashed boxes where a not vertically centered horizontal line should
be visible.
