Well, not (a) since it's the web server that does the transmitting.
Of course, the web browser makes a temporary copy of the file, you
may violate (b).
I don't know if viewing something on a computer screen constitutes
reproducing it.
Anyway, here in Sweden, you are always allowed to make a copy for your
own personal use, so the licensing restrictions is not valid here.
