Xterm Bidi/Shaping/etc Patch

I've made patch .21 available.  This is mainly a port of #19 to xterm-150,
with a few bugs fixed, and one new feature, that is, the ability to use
legacy codesets with the new bidi/shaping stuff.  This is, if you run
xterm with -u8 -lc, it will use nl_langinfo(CODESET) for stuff, so if I
did LANG=ur_GB.WHATEVER, and then ran xterm -u8 -lc -fn 10x20u, and catted
a text file in WHATEVER, it would work.

Notably, this gives us an 8859-6,8-capable xterm. And indeed any other
random encoding you have an iconv module installed for but no fonts.

(advantages over just using different fonts - input of UCS keysyms, and
 charclass will work with no hassle)
