I got my copy a three days ago.
None of PDF's "security" features are activated in ISO 10646-1:2000, so
there are no technical restrictions on printing, searching, cut&pasting
the thing in acroread. Ghostview does complain about an "unknown
operator ri" on some pages, but this does not seem to affect its ability
to display everything nicely. Perhaps our ghostscript 5.5 installation
doesn't yet handle all of PDF 1.3? Might try ghostscript 6.0.

So I suggest you just ask them for a clarification. My guess/hope would
be that there is no big problem if you make one single printout for your
personal use, but placing it into a library might require some
additional reproduction fee (because this would allow two people to use
it simultaneously). I personally do not think that many people will want
to print out the whole thing (mostly huge tables), but many people might
want to read the introduction sections (first 26 pages) and the
appendices on paper making printouts of these for personal use sounds
like fair use to me.

This says only, that Adobe has no objections against you printing it.

74 MB in total, that is around one CHF per megabyte. Most files except
for the first and last cover the CJKV sections. The unified ideographs
are now covered in 5 style variants. They have added Vietnamese for the
second edition. Especially if you are interested in CJKV ideograph style
variants, ISO 10646-1:2000 looks like a valuable addition to the Unicode
book. Seems worth the money.
