The current status of the draft is that it exists a PDTR draft available
via http://www.dkuug.dk/jtc1/sc22/WG20/docs/projects
This draft was approved, and the resulting draft is decided to
be sent for DTR ballot, the final ballot. 
I am in a POSIX meeting in Austin as I am writing this, where we
this afternoon will discuss related comments. I will then 
produce the DTR and send it off for a 3 months ballot.

Unfortunately (or fortunately, depends on your eyes) this TR
is now finalized, as we have decided to send it to DTR ballot.
But we can of cause discuss additions to it, or errors.

The 14652 mailing list is the WG20 mailing list, at
sc22wg20@xxxxxxxx . Just send email to me and arnold.winkler@xxxxxxxxxx
and I will put you on that list.
